If you have a dance background that can help but it's not necessary.
There are classes around but they can be a bit dodgy at times (sometimes the teacher has only been to a class herself, no performing experience at all) and to be honest they aren't necessary at all. There are no rules in burlesque , no steps, no strict guides to follow. You can basically do whatever you like, so long as it is entertaining.
The first step I took was to Youtube loads and loads of acts (I would look up specific performers and then go on to watch related links as if you just type "burlesque" you can get a lot of girls dancing in their underwear on webcam). Obviously you don't want to get influenced by them too much but it helps to see the different sorts of acts out there, the themes that come up again and again and some of the less obvious ideas.
Typing away on here is another good place to start as there is so much advice from various performers, promoters and burlesque lovers alike.
Good luck
