The simple answer to this one is no - I've seen a lot of svelte dancers with smaller breast who wear pasties in their routines and look stunning. I understand that the trick is to simply ensure that you don't get pasties that are too big and swamp you, just stick with medium-sized ones at the largest and you should be fine!

With the twirling thing you are actually more, not less, gifted than us larger-chested lasses!
As Fleur says, it's the chest (and shoulder and knee) muscles that you can move and control, not the breast tissue itself, which jiggles about according to the laws of gravity rather than being under anyone's concious control. The more of this uncontrollable mass you have, the harder you have to work to get it moving rhythmically in the first place and the more likely it is to suddenly decide to jiggle out of time in the middle of your routine!
