If you're trying to make the outfit the focal point (which I'm guessing is the whole object, making it look as good as possible) then if I were you I'd go for a pretty plain background but in a good contrasting colour.
What is the main colour of the outfit? What colour would it stand out best against?
Does your college have a hall with a stage? Or does your student union have a stage? And most importantly have they got curtains that you can draw behind the models so you can make it look like a performance? Or do you know a friend or family's house that has long plain heavy curtains in a colour that would make your outfit stand out?
Personally I'd try and go for making it look like it's a performance rather than trying to make it look a studio pic. So I'd go with a plainish background - but preferably curtains or a plain painted background and a few props to give some atmosphere to your pics. So what about a feather boa or a parasol or something. But keep it simple so your outfit is the main star of the photos.
I wouldn't worry about not being able to use the photography studio - the main consideration really is lighting. If you have some, or whoever is taking the photos has some then fantastic - you can get some really good indoor shots.
However, if you haven't try and get out on a not too sunny, not too rainy day - the light today where I live is great for photos.

Good luck!
