I use 28 balloons. I spend one track balloon popping and use another track for the playful striptease afterward. It's one of my longer acts at around 6 and a half minutes. x
And I suppose I should say that in my opinion more balloons looks better as it tends to hide how they're attached and just has more 'wow' factor. (Plus a few always pop backstage anyway!)

I'd say best go with more in case adreneline kicks in and you over pop! I know I sometimes get a bit ahead of myself when I'm worried I won't get done in time xxx
