Not so much in New York where there are burlesque shows in small bars almost every night of the week, and on weekends nights sometimes as many as four shows in various venues. I think if someone set up a night where that was the idea, people would do it, but they'd have to be really great promoters, which is difficult in New York.
Rockabilly and swing people dress up, but they tend to just dress that way.
As far as burlesque "dying out" goes, it's anybody's guess--it's like rock n roll, everybody keeps saying it's dead when it's just moved out of their range of vision. All they need to do is change their perspective a bit.
Punk rock, you know--it's been dying for decades, and it thrives on and off in spite of being declared moribund.
