Hi Alix, if you have a search you'll find two or three threads about hair rats including making your own from old stockings and hair clippings.

Boots and I think Superdrug do a black netting type that you can stick the bobby pins through but only as a long one that is designed to be a doughnut for buns, but also extends into one long sausage. I don't think we've ever found a supplier of short netting hair rats that she uses in the video - most of us use either the foam inserts from hair rollers (I painstakingly coloured mine in black with a permanent marker pen because the white foam always showed) or have found some other videos on youtube to learn to do victory rolls just using your fingers to roll them, bobby pins and lots of hairspray.

But if you use the search button up there (points to top of screen) and type in something like victory rolls or vintage hair you'll find links to the other threads and the youtube tutorials.

Good luck!
