I think fleurs advise is sound, start with putting some music on that you really love and just dance to it. My very first performance was completley ad hoc I just out the music on, sorted an outfit out and did it, althought I was extremely nervous to start with, however it was to a small audience.
Choregraphing routines is very difficult particulary if you have no experience. Practice, practice, practice and you will find things easier the more routines you do, there are loads of burlesque clips on you tube and also watch other performers.
I also find getting feedback from close friends very helpful, you can use them for idea's on moves and what does & doesn't look good,several brains are always better than one when brainstorming for new idea's.
I also find camcording your performances(while at home) helps to show you what you look like and decide where you need to improve - you are always your worst critic.
A good place to start is definatley a dvd to show you some basic moves.
With regard to your second query, i found a local dance school that does ballet classes for adults via google search.
